The meeting pointed out that this year has been an extraordinary one.China's economy has been forging ahead under pressure,moving towards new and better development.The construction of a modern industrial system continues to advance,and new steps have been taken in reform and opening up.Positive progress has been made in resolving risks in key areas,and people's livelihood security has been strengthened.Over the past five years,we have effectively responded to various shocks and challenges,driving the cause of the Party and the country to achieve new major achievements.The 14th Five-Year Plan is coming to a successful conclusion,and we have made a good start on the new journey towards the second centenary goal.

The meeting concluded that through practice,we have gained new insights and understandings into economic work under the new circumstances:we must fully tap into economic potential,adhere to both policy support and reform and innovation,ensure both"flexibility in implementation"and"effective management",closely integrate investment in physical infrastructure and investment in human capital,and hone our internal capabilities to cope with external challenges.

The meeting pointed out that there are still many old problems and new challenges in China's economic development.The impact of changes in the external environment is deepening,the contradiction between strong domestic supply and weak domestic demand is prominent,and there are many risks and hidden dangers in key areas.Most of these are problems arising from development and transformation,which can be solved through efforts.The supporting conditions and basic trends for China's economy to maintain long-term positive momentum have not changed.We must strengthen confidence,make good use of our advantages,and face challenges,continuously consolidating and expanding the momentum of economic stability and improvement.

The meeting pointed out that in terms of policy orientation for economic work next year,we must adhere to seeking progress while maintaining stability,improving quality and efficiency,leverage the integrated effect of existing and new policies,intensify countercyclical and cross-cyclical adjustments,and enhance the effectiveness of macroeconomic governance.We should continue to implement a more proactive fiscal policy.We should maintain the necessary fiscal deficit,total debt scale,and total expenditure,strengthen scientific fiscal management,optimize the structure of fiscal expenditure,and standardize tax incentives and fiscal subsidy policies.We should attach importance to solving local fiscal difficulties and ensuring the bottom line of the"three guarantees"at the grassroots level.We should strictly enforce financial and economic discipline and insist that party and government organs live frugally.We should continue to implement a moderately loose monetary policy.We should take promoting stable economic growth and a reasonable rebound in prices as important considerations for monetary policy,flexibly and efficiently utilize various policy tools such as reserve requirement ratio cuts and interest rate cuts,maintain ample liquidity,smooth the transmission mechanism of monetary policy,and guide financial institutions to increase their support for expanding domestic demand,technological innovation,small and medium-sized enterprises,and other key areas.We should maintain the basic stability of the RMB exchange rate at a reasonable and balanced level.We should enhance the consistency and effectiveness of macroeconomic policy orientation.We should incorporate various economic and non-economic policies,existing and new policies into the assessment of the consistency of macroeconomic policy orientation.We should improve the expectation management mechanism and boost social confidence.

The meeting determined that the following key tasks should be focused on in economic work next year.

First,we must adhere to domestic demand-led development and build a robust domestic market.We will thoroughly implement special actions to boost consumption and formulate and implement plans to increase the income of urban and rural residents.We will expand the supply of high-quality goods and services.We will optimize the implementation of the"two new"policies.We will clear up unreasonable restrictions in the consumption sector and unleash the potential of service consumption.We will promote investment to stop declining and stabilize,appropriately increase the scale of central budgetary investment,optimize the implementation of"two heavy"projects,optimize the management of the use of local government special bonds,continue to leverage new policy-based financial instruments,and effectively stimulate private investment vitality.We will promote urban renewal with high quality.

Second,we must adhere to innovation-driven development and intensify efforts to cultivate and expand new growth drivers.We will formulate a plan to promote the integrated development of education,science,technology,and talent.We will build international science and technology innovation centers in Beijing(Beijing-Tianjin-Hebei),Shanghai(Yangtze River Delta),and the Guangdong-Hong Kong-Macao Greater Bay Area.We will strengthen the dominant position of enterprises as innovators and improve the intellectual property protection system in emerging fields.We will formulate an action plan to expand and enhance the service industry.We will implement a new round of high-quality development actions for key industrial chains.We will deepen and expand the"Artificial Intelligence Plus"initiative and improve the governance of artificial intelligence.We will innovate in science and technology financial services.

Fourth,we must adhere to opening up to the outside world and promote win-win cooperation in multiple fields.We should steadily advance institutional opening-up,orderly expand voluntary opening-up in service sectors,optimize the layout and scope of free trade pilot zones,and solidly promote the construction of Hainan Free Trade Port.We should advance the integrated development of trade and investment,as well as the integration of domestic and foreign trade.We should encourage and support service exports,actively develop digital trade and green trade,deepen the reform of institutional mechanisms for promoting foreign investment,and improve the comprehensive overseas service system.We should promote the high-quality development of the Belt and Road Initiative through joint efforts.We should also facilitate the signing of more regional and bilateral trade and investment agreements.

Fifth,we must adhere to coordinated development and promote urban-rural integration and regional linkage.We should coordinate and promote urbanization construction with county towns as important carriers and comprehensive rural revitalization,and drive high-quality development of county economies.We must strictly adhere to the red line of cultivated land,unremittingly focus on grain production,and ensure that the prices of important agricultural products such as grain remain at a reasonable level.We should continue to consolidate and expand the achievements of poverty alleviation,incorporate regular assistance into the overall implementation of rural revitalization strategies,and maintain the bottom line of preventing large-scale poverty return.We should support major economic provinces to play a leading role.We should strengthen coordination and linkage among key urban agglomerations and deepen cross-administrative cooperation.We should enhance the overall planning of major bays and promote high-quality development of the marine economy.

Eighth,we must adhere to the bottom line and actively and steadily resolve risks in key areas.We should focus on stabilizing the real estate market,implementing city-specific policies to control increments,reduce inventory,and optimize supply,and encourage the acquisition of existing commercial housing primarily for affordable housing.We should deepen the reform of the housing provident fund system and orderly promote the construction of"good houses".We should accelerate the establishment of a new model for real estate development.We should actively and orderly resolve local government debt risks,urge all regions to take the initiative to reduce debts,and prohibit the illegal increase of hidden debts.We should optimize debt restructuring and replacement methods,and take multiple measures to resolve the operational debt risks of local government financing platforms.
